Roy Cooper on Wednesday, passing the latest bill that would rein in his authority during a lengthy emergency such as the ongoing coronavirus pandemic. The Senate voted 27-15 along party lines in favor of House Bill 264, sending it back to the House for a final vote. Cooper, who has vetoed earlier attempts to limit his emergency powers, will likely follow suit this time as well.
