Laura Leslie, WRAL — Despite fiery rhetoric inside and outside the House chamber, House lawmakers voted 72 to 41 Thursday to give final approval to their $25.7 billion budget plan. Nine Democrats joined all Republicans present to vote for the plan. But other Democrats and activists blasted the package for its failure to include Medicaid expansion and full funding for the Leandro ruling.
